The Bush administration no longer seems like a runaway train. As we approach high summer, the hapless Resident has morphed into a floundering fish. The Republican House abandoned him on his energy and environmental policies. The right wing battles within itself over stem cell research, with Bush meekly looking for a vapid compromise sure to irritate everyone. The Democratic Senate ignores his veto threats. Even Bush’s supposedly successful European trip lingers in the national psyche as little more than a “soul-glimpsing” joke. And, of course, the ubiquitous polls are sagging.
This tone of criticism, leading to frustration and a thwarting of policy, previously predicted, is indicated astrologically by the tertiary progressed Inaugural Mars square Uranus (criticism), the first phase of Saturn square Bush’s Mars (thwarted and frustrated), and the return of Neptune to Bush’s Descendant (floundering and indecisive). These energies continue to set the general tone through most of July.
The next astrological event of significance does not impact Bush’s chart directly, but indicates a more general mood in the country and the world. This is the Saturn/Pluto opposition that will be most strongly felt from late July through early November, but continue in influence until May 2002. If we assume that the US Sagittarius rising chart is correct, the Saturn /Pluto opposition will fall right across the horizon line of the US chart. This indicates an exceptionally difficult time for the country. We have already been feeling the Pluto transit on the US Ascendant since November 2000 and, with it, a tense political polarization hardening in the American psyche. As Saturn moves into this picture, it is possible that the polarizing will get nastier and even more brutal. The reactionary forces of Saturn will struggle with the transformative power of Pluto. California may be a major battleground for this planetary activity due to the configuration of Governor Gray Davis’ swearing-in chart. However, an element of limitation and restriction is likely to impact not only California (blackouts), but the entire country, again assuming the correctness of the US Sagittarius rising chart.
As the Saturn/Pluto opposition unfolds beginning in late July, we may witness a forced belt-tightening resulting directly from Bush’s ill-conceived tax cut and the simultaneously dwindling surplus. An undercurrent of tightly controlled partisan fury and resentment is likely to result. Some kind of discipline and restriction due to finite resources will be experienced during this period as well as an increase in the nasty political polarization to which we have already been witness. There is the possibility of an economic slump under Saturn/Pluto as well. The Federal Reserve chart (12/23/1913) has a natal Mercury/Saturn opposition on the exact degrees of the transiting Saturn/Pluto opposition, implying that its policy of interest rate reduction will be ineffective during this time.
What is intriguing about this period is that after August, Bush seems to be coming briefly out of his doldrums and gaining strength and focus. Though this may seem promising at first, due to transiting Uranus returning to oppose his Venus in late August and much of September, we will rapidly move to an over-optimistic, somewhat reckless, aggressive Bush (déją vu). Pluto will return to quincunx Bush’s Sun (currently squared from progressed Mars) from about September 22 to November 2, 2001. This is a repeat of the transit in May that brought Bush’s environmentally unfriendly energy plan and his internationally unpopular Star Wars announcement, both over-bold and ill-conceived policy pronouncements. Simultaneously, transiting Jupiter will be conjunct Bush’s Sun, lending arrogance and over-confidence. This will be particularly strong from September 19 to 29, 2001, and again, a little past the Pluto transit, from November 26 to December 6, 2001. Given our current Resident’s rather poor judgment and his Texan cowboy subtlety, this combination of Sun, progressed Mars, Jupiter, and Pluto is rather ominous. It evokes bold, strong, somewhat reckless moves, an over-optimistic plunging into policies that may not be very well-conceived, and an imperviousness to the concerns of the rest of the world.
In addition, there is the added danger of a very strong Neptunian quality during this period of Bush’s over-confidence and forcefulness. This suggests that once again ideology, muddled and fanciful thinking, and a lack of pragmatism will have undue influence on the policies pursued. Because Neptune ultimately blurs boundaries and confuses reality, it can cause scandal as well as imprudent policy. What seems clear becomes murky; what seems certain becomes unsure; what seems honest becomes unethical. Collectively this period will run from about October 10 through most of December 2001. It includes: Inaugural tertiary progressed Midheaven conjunct Neptune, 10/10-11/10; Bush’s converse progressed Moon conjunct Neptune, 11/10-12/10; and the final pass of Neptune to Bush’s Descendant, 11/7-12/23/01.
The combination of reckless, over-confident and ungrounded policy is, unfortunately, a hallmark of Bush’s tenure. Discussed in An Overview of the Bush Presidency, this blend of aggressive, uncompromising, and forceful pursuit of policy (Mars) with grandiose, illusory thinking (Neptune) is truly dangerous. Thus far it has brought us Star Wars II, an irresponsible tax cut likely to wreak economic havoc for years, and the probable unraveling of several international treaties designed to protect the planet from nuclear holocaust and environmental disaster. Although reality will once again thwart and frustrate Bush’s plans by mid-December, I am not looking forward to its prelude.
